How Do I Protest My Property Tax Appraisal in Rockwall?

How Do I Protest My Property Tax Appraisal in Rockwall?

If you missed the 2026 deadline, you have a short list of narrow fixes left, and your real shot is the notice that arrives next spring. Homes in the city of Rockwall are appraised by Rockwall Central Appraisal District, and protests go to its Appraisal Review Board (ARB). The regular 2026 deadline was May 15, or 30 days after your notice went out if that was later.

One note before you act on any of this: I'm a real estate agent, not an attorney or tax advisor.

Is it too late to protest my 2026 value?

For most owners, yes. The board can accept a late protest for good cause only if it's filed before the board approves the appraisal records, and state law has the board do that by July 20. That door has almost certainly closed for this year.

A few options can still apply, and they are narrow:

If none of those fit, pay the bill on time and get ready for 2027.

How should I prepare for the 2027 notice?

Start in January. Texas values property as of January 1, so that's the date your evidence should speak to.

Take dated photos of anything that hurts value, like foundation movement, roof damage or old water stains. Get written repair bids. Save your closing statement if you bought recently.

Next, watch for the notice. State law calls for it by April 1 on a homestead and May 1 on other property, or as soon as practical after those dates. If your value doesn't change, you may not get one automatically, so send the district a written request for one.

The state deadline is May 15, or 30 days after the notice went out if that's later. May 15, 2027 is a Saturday, and the Tax Code moves weekend deadlines to the next business day, which would be Monday, May 17. Go by your notice and file early.

Most people file online. Rockwall CAD has an online system, and 11,501 of the 15,318 protests filed in 2025 came through it. You can also mail or hand-deliver Form 50-132 to the district at 841 Justin Road. Make sure your protest covers market value and unequal appraisal, so either argument stays open.

What evidence actually wins?

Proof. The Comptroller says it plainly: you can't go to the hearing and just say the district is wrong.

The strongest market value case is a set of recent sales of similar homes, adjusted for real differences in size, age and condition. Texas doesn't put sale prices in the public record, which is why owners often ask an agent to pull sold data from the MLS.

An unequal appraisal case is different. The question there is how your value compares with the median of a reasonable number of comparable properties, appropriately adjusted. Your home's value can be fair on the market and still be high compared with your neighbors.

Before the hearing, the district has to tell you that you can request a copy of the evidence it plans to use. Ask for it. Then look for sales it used that aren't really like your house.

Skip the hardship story. Personal finances aren't considered, and arguments without documents carry little weight.

Should I settle informally or go to the ARB hearing?

Do the informal meeting first. It's a conversation with district staff, and it's where many cases end. In 2025, Rockwall CAD reported 5,812 single-family matters resolved informally, and 4,857 of those got a lower value, about 84 percent. Those reductions averaged roughly $36,700 by my math.

Read any offer carefully. A written agreement with the chief appraiser is final, and you give up the hearing on that value.

If the offer is too thin, go to the ARB. It's a separate board of 9 positions, and it held hearings on 44 days in 2025. You can appear in person, by phone or video, or by affidavit. Of 11,743 hearings scheduled, 7,784 were remote and 608 had no one appear for the owner. Of 4,971 single-family determinations, 3,682 lowered the value, about 74 percent, with an average cut near $27,800.

Treat those as the district's own reported totals, not your odds. Results depend on your evidence, and many of those cases had a paid representative.

When is a protest firm worth paying?

Plenty of owners pay one. Agents filed 11,172 of the 15,318 Rockwall protests in 2025, though that count covers all property types.

A firm can make sense if your property is unusual, your value is high, or you won't make time to build a case. If you have a typical home and three or four solid sales, you can likely handle it yourself.

Ask how the fee works and do the math. Say a firm cuts your value by $20,000. At a made-up combined rate of 2 percent, that saves $400 that year. If the fee were a third of the savings, you'd keep about $267.

Before you sign, check the firm's registration with the Texas Department of Licensing and Regulation, since paid consultants generally must register, with exceptions such as attorneys and CPAs. Also check how to end the deal. An agent appointment stays in effect until it's revoked or expires by its own terms.

Frequently Asked Questions

Who sends the property tax bill in Rockwall?

For the city of Rockwall, Rockwall ISD and Rockwall County, the appraisal district reported collecting the taxes itself in 2025. The Comptroller's directory also sends Rockwall County collection questions to the district, so start there if your bill looks wrong.

Does the appraisal district have to prove its number?

Yes. At a market value protest the district has the burden of establishing value by a preponderance of the evidence, and if it falls short the owner wins. If your value was lowered the year before, other than by written agreement, and you file the qualifying information on time, the district faces a higher clear and convincing standard.

What can I do if I lose at the ARB?

You have 60 days from receiving the board's written order to file in district court, and you generally have to prepay the undisputed taxes. Regular binding arbitration is also open to residence homesteads, and that request goes to the Comptroller within 60 days with a deposit. In 2025, 59 Rockwall determinations went to binding arbitration.

Can someone else handle my protest for me?

Yes. You can appoint a representative with Form 50-162, Appointment of Agent for Property Tax Matters, and file a copy with the district. You can also skip attending and submit your evidence by affidavit, which 417 Rockwall hearings used in 2025.

I was deployed overseas on the deadline. Do I have any options?

Possibly. An owner on full-time active duty in the U.S. armed forces outside the country on the deadline can file late, before the taxes go delinquent, with a valid military ID and deployment order. A similar rule covers people working offshore in the Gulf of Mexico for at least 20 straight days spanning the deadline.
